What will probably happen is that utes and older cars will happily circulate for a long long time. Anyone who's pondering a new/import ICE or ute will do so before the scheme kicks in. Sorted. There are many in this thread that have a solid use case for a ute, so use it and enjoy it. No one will sell their older 10k or newer 25k Ranger for a 150k EV that can do the same thing. As you suggest the fleet will probably age more as its less viable to import an ICE/ute, so given the modern day reliability and long life, aging vehicles will be popular for a long long time. This isn't a pro or anti Ute or EV comment, its reality

And thus, the scheme does not work. Assuming, of course that it's meant to reduce emissions and not simply raise a new tax.

It can work to a degree. Some may choose to buy an EV/hybrid due to the rebate.

Many will anyway and get a free rebate, like two friends that have magically found they will get a 5.6k rebate for their hybrids. Which they already ordered. Maybe hybrids will get a boost due to the rebate? They are already popular as they save money so a rebate probably is a waste of taxpayer funds. If used EV's were piling up at ports waiting to be shipped, a rebate would work well, but they aren't and probably won't for a few years. Then there was the article the other day explaining how overseas dealers are pumping up the price due to the rebate, so maybe its back to square one?

The people who come up with these schemes are either on a high salary, or get a govt supplied car
ie : not in touch with the reality of being on low/med wages & struggling with rent/mortgage .

Thats why NZ's fleet still has so many old cars. Thats all most of us can afford . My car is 20 years old.
We buy Japans used fleet , because we arnt really a rich country .

Want to get rid of old polluting cars, then dont increase the cost of (used) replacements.
Taxing imports just means less can afford them, so we keep our old cars for longer.
Increasing petrol tax just makes it harder to save for a newer car and Im sure more petrol taxes are coming , as another 'incentive' to move away from petrol.

In balance, a NEW Suzuki Swift (Petrol) would get $2300 rebate.
While thats good for new car buyers , I dont see the point of giving rebates to petrol powered cars . In 15-20 years time they will be wanting them off the road .

Plenty of people do buy new vehicles. Last year just over half of new private vehicles registered were brand new.

Keeping your older used vehicle is better from a full emissions cycle than buying a new import. I do agree with you though, I think the government is pandering by giving out any discounts to vehicles that have tailpipe emissions. I don't think all vehicles should incur the fee but as you say, I think it's a bit pointless giving out money for something that ultimately needs to go. However, if they keep the same general proposal that they had last year then the criteria to qualify for a rebate increases each year to the point where only zero-emission vehicles qualify for anything.

Now that the cycle thread is locked, maybe it is time to start on utes and SUVs. According to this, most utes aren't even used for work purposes. Farmers may not like subsidising electric vehicles, but it is a question how many utes actually are farm vehicles these days.

They aren't subsidizing EVs. They are paying extra for their fossil fuel emissions.

The EU has encouraged lower emissions vehicles....and it does reduce emissions. The biggest encouragements go to zero emissions vehicles. I bought a new  one in 2020 and another new one in 2019.

People who don't have money don't buy new cars. That's a simple fact.......so we need to ensure new cars are lower or no emissions....and let them trickle down into the used car market.

I'd support the government buying everyone a new EV. But for some reason, some people don't like that idea much, either. It would certainly address the 'feeding the rich' BS.

Good enough to go to the shops. :-)

I was thinking more like Wu Ling Mini EV. Kind of a 4-seater EV smart car for about US$4500.  :-) The range is about 100km with the big (13.9 kWh) battery. It's the fastest selling EV in China in 2021.

Would it be street legal here? Our bureaucracies are very slow to respond to anything new or innovative.

Maybe not, as we use cotton wool to live here. Any Govt worth their salt would seek to flood NZ with those.

With how bad 90% of our drivers are we need the cotton wool to try and protect the remaining 10%. I don't mind if it takes the Govt agencies time to certify cars for our market to help have a safer fleet.

Here is a crazy notion, lets give peace a chance.

If everyone drove them they wouldn't do so much damage when they hit something.

I get that, but maybe its like most things here, over regulated, red tape. It makes things too costly and too hard

That thing weighs less than our caravan. I would be more worried about it blowing away. Those tiny wheels would be no match for our urban roads, a tiny pot hole would either completely stop it or bounce it onto its roof.

No it would just disappear completely if it went in one of our potholes.
