Putin's game isn't likely to be driven by any desire to increase their nuclear weapons stockpile.

I think he's probably more concerned as the US (and thus NATO) improve anti ballistic missile technology, then the "balance" is shifted, as in theory, if mutually assured destruction wasn't to be the result - because you could neutralise your enemy's incoming missiles - then that's an incentive for an aggressor to launch a first strike.

Putin may be issuing threats in hope that he can pressure a new and dim-witted President to limit implementation of missile defense systems in Europe. By way of a treaty perhaps - Trump's already sent the message out that he's not as enthusiastic about NATO as past leaders, and has extended a hand by heaping praise on Putin.

If your opponent has reasonably effective ABM methods - which might neutralise your short and medium range "tactical" delivery systems - then you might be more inclined to launch more to ensure some get through, or rather than use tactical weapons simply launch some ICBMs with multiple warheads and decoys. With each ICBM carrying perhaps 10 warheads, perhaps 20 decoys, that's 30 "targets" for each ICBM. Trying to counter that with "SDI" (aka "Star Wars") was Reagan's dream, but has an inherent problem that in reentry phase of the MIRV, you're trying to "take out" perhaps 30 targets travelling at 3x the speed of your missiles - you don't have much time, they're moving at ~8km second. Reagan was convinced that Jedis using light-sabres was the way to solve that problem.

If the result of the BS being spouted by Trumputin is an increase in weapons / breach of existing treaties, NZ and other nations should impose sanctions on the US and Russia. It's what the USA would do.

Whilst none of this rhetoric sounds good. However Nothing really changes. The same threats are still there. If there was a nuclear war between these two then surely the fallout would probably kill everyone anyway.

What I think trump is referring to is the arsenal is out of date. It needs to be updated, a lot f their tech is from the 1970s. They want to build more tactical weapons. More accurate weapons, more effective weapons that can be used more strategically.

Putin on the other hand is is a completely different position. He is coming towards the end of his term he wants to be re elected in 2018 or have someone he can control to be elected. But things are not going very well in Russia. There are a lot of economic problems and their oil reserve fund is starting to run down. What better idea than to threaten building a new arsenal that can get past and balistic missile tech. In fact some of their rockets cannot be intercepted due to the speeds at which they travel. Put in needs to appear strong. Russia's military is in fact quite weak (apart from their nuclear arsenal which is a complete deterrent ).

Not much has changed and the USA do need to update their tech on their weapons. So not much has changed the human race can still anilahate itself like it could 40 years ago. Trump wants to be up to date.

I'm not confident that he's not just dim - there's only a loose correlation between intelligence and the ability to make money. It's not as if he's ever done anything new or creative - just born rich then played the system.

Reading his twitter feed, I'm not convinced that he's "sane - but manipulative, egocentric". He seems to have completely lost his mind - incoherent rants are the norm, then retraction and attempts at explanation of what the meaning of what he said by his advisors.

He does have a BSC(Economics). I don't think he is insane, marketing is second nature to him and he knows what his supporters want to hear and he uses that very well.
