The amendment’s lesser-known Section 3 states that people cannot hold office if they have previously taken an oath to support the Constitution and then engage in an insurrection or provide help to the nation’s enemies. It was adopted to prevent former Confederate soldiers from gaining office and using their authority to undermine Reconstruction.

Just to add to the above, I strongly suspect that his New York holdings won't bring nearly as much as people imagine. They have all probably been overvalued and overmortgaged as well. He may well end up in deep debt, if not actually bankrupt.
