He can try but she is the one that can call for both houses to be in Congress to listen to him. If it is not a Congress session, it's not a SOTU.

Yes, she has the power

SOTU.  Hmmm    If it is allowed, it will be the Trump's Wall And Tantrum speech......  :-)

Trump has shown himself to be someone who never admits he is wrong and never backs down. The increasing confrontation between him and congress, especially in the person of Pelosi, genuinely alarms me. If Trump feels cornered with no way out, and he sees defeat and impeachment and criminal prosecution coming, I think his personality is such that he would do just about anything to save his skin. He might declare war. Or he might suspend civil rights and democracy itself by declaring a national emergency. This is not a new idea. What scares me is how easily he might get away with it. This is a long read, but anyone who cares about this at all should tackle it. The more Trump is boxed in, the more dangerous he could be. Look forward to tanks in the streets, no Internet, and Trump as a nascent Big Brother.

The New York Times - Trump to Explore Venue Alternatives for State of the Union

Jan. 23, 2019

WASHINGTON — President Trump said he would look for alternative venues for his State of the Union address on Tuesday, appearing to capitulate after Speaker Nancy Pelosi again told him she would not invite him to deliver it at the House until the government reopens.

The decision came after a tit-for-tat between Mr. Trump and Ms. Pelosi over the State of the Union address.

Mr. Trump told Ms. Pelosi on Wednesday that he would deliver the speech in the Capitol next week as originally scheduled.

Ms. Pelosi fired back that he was not welcome unless the government was fully open.

It had concluded, at least by late afternoon, with Mr. Trump declaring at the White House, “The State of the Union has been canceled by Nancy Pelosi because she doesn’t want to hear the truth.”

Loved this bit -

“The State of the Union has been canceled by Nancy Pelosi because she doesn’t want to hear the truth.”

I spontaneously burst out laughing out loud.

It's that word, "truth", as if knew anything about it!!

The Washington Post - No State of the Union address in the House until government is reopened

January 23

House Speaker Nancy Pelosi on Wednesday rescinded her invitation to President Trump to deliver the State of the Union in the House next week - denying him a national platform for the annual speech in an extraordinary standoff between the two most powerful figures in the nation.

Late Wednesday, the president signaled a retreat from the standoff, announcing on Twitter that he will wait till the shutdown is over to deliver the address to Congress.

The cancellation - part of an escalating and at times personal feud between the newly elected Democratic speaker and the Republican president - illustrates the extent of the dysfunction that has gripped Washington and America’s body politic amid the longest federal government shutdown in U.S. history. ...

Analysis: Trump bluffed hard on his State of the Union, and Pelosi called it.

He isn't about progress or results, he is about himself. So with the corner he has backed himself into, the only way he can get a result is to cave in. Then blame the evil Democrats, and claim he fixed the shutdown. And say he will build the wall the day after he wins 2020

BUT, Pelosi is a worthy opponent. She can and hopefully will respond to the many tweets. In a calm and considered manner. She doesn't need to create a status, as Trump's negative status is all she needs. Tweet of rants followed by tweets of a considered replies, aka normal, will suffice. The MAGA crowd can continue to dig their hole. The good thing is he does nothing when he is not concerned about real issues, only has precious ineffective wall. If he caves, his power will still be low, which should be a comfortable 2019 for us, and roll on 2020.

The New York Times - Senate Intelligence Committee Subpoenas Trump Attorney Michael Cohen

Jan. 24, 2019

WASHINGTON — The Senate Intelligence Committee has issued a subpoena to compel Michael D. Cohen, President Trump’s former lawyer, to appear before the panel next month to formally correct false testimony that he delivered last year about a proposed Trump Organization project in Moscow, one of his lawyers confirmed on Thursday.

The subpoena was disclosed a day after Mr. Cohen pulled out of a public hearing scheduled for Feb. 7 before the House Oversight and Reform Committee, citing ... verbal attacks by Mr. Trump. ...

DEMS AGREE TO FUND WALL AND REOPEN GOVERNMENT IF TRUMP LEAVES COUNTRY FOREVER

WASHINGTON (The Borowitz Report)—In a bold initiative aimed at ending the shutdown, congressional Democrats on Thursday agreed to fund a border wall and reopen the government if Donald Trump leaves the country forever.

Calling the deal “a huge win for America,” the Speaker of the House, Nancy Pelosi, said that Trump would get the wall he wanted plus the opportunity to do something “incredibly patriotic” for his country.

Pelosi brushed aside criticism of the offer’s 5.7-billion-dollar price tag, telling reporters, “When you consider what we are getting in return, nine trillion dollars would be a bargain.”

But, even as Pelosi touted the offer, some details remained unresolved, such as finding a country willing to accept Trump.

Although Russia has a practice of providing country houses to former leaders such as Nikita Khrushchev and Boris Yeltsin, it is unclear whether Trump’s two years of service to the Kremlin qualify him for such accommodations.

The White House offered no official response to the Democrats’ offer, but Trump’s lawyer Rudy Giuliani gave it a full-throated endorsement during an appearance on CNN.

“I'm gonna tell him to take the deal,” Giuliani said. “I mean, if he stays in the country, he’s going to prison.”

Trump crowned? No faux King way!

An excellent plan smile

Donald has faithfully served the Kremlin for way more than two years, so I'm sure that he qualifies for a luxury penthouse on top of the proposed Moscow Trump Tower.

Under the proposed tower would be a better location.
