KIEV, Ukraine - Ukrainian leaders are trapped in the middle of a very Washington firefight, facing mounting pressure from President Trump and his allies to investigate the son of political rival Joe Biden, and are searching for a way to escape.

They could give in to Trump’s demand to open an inquiry into the Ukrainian business dealings of Hunter Biden and risk the anger of Democrats and others for engaging in what those interests would see as interference in the 2020 elections.

Or the Ukrainians could defy Trump and face the wrath of a president who had frozen $250 million of crucial military assistance for mysterious reasons before releasing it earlier this month.

Either way, they risk cracking the bipartisan consensus that has firmly supported Ukraine against Russia since 2014, when the Kremlin annexed Ukraine’s Crimea region and stoked war in Ukraine’s east.

If Ukraine becomes associated with one U.S. political party or the other, it could jeopardize ties with its most important security backer. ...

In a July 25 phone call, Mr. Trump is said to have pressed the president of Ukraine, Volodymyr Zelensky, to investigate Mr. Biden’s younger son, Hunter, who sat on the board of a Ukrainian energy company. Mr. Trump has seized on an unsubstantiated theory that Mr. Biden was trying to protect the company from prosecution when he called for the firing of Ukraine’s top prosecutor in 2016.

Why is this coming up now?

Because of an intelligence community whistle-blower who filed a complaint last month about the president’s actions. An inspector general deemed the complaint “credible” and “urgent” and forwarded it to the acting director of national intelligence, Joseph Maguire, who has refused to share it with Congress.

What did the whistle-blower claim?

The full extent of the whistle-blower’s complaint, as well as the whistle-blower’s identity, is not publicly known. Reporting by The New York Times and others has established that the complaint involves Mr. Trump’s interactions with Ukraine and a phone call with a foreign leader - possibly, but not necessarily, Mr. Zelensky.

Did Mr. Trump use American foreign policy to pressure Ukraine to investigate a political rival?

This is the big question. The White House this summer blocked a package of military assistance to Ukraine. The aid was intended to help the country defend itself from Russian territorial aggression, including a military conflict in eastern Ukraine that has killed more than 13,000 people since 2014. ... Mr. Trump is not known to have openly linked the aid to his demands for political investigations, but many Democrats believe that may be the case.

What does Mr. Trump say?

The president insists that he has been unfairly accused, saying - without offering evidence - that the whistle-blower is “partisan” and that Democrats and the news media are initiating a new “witch hunt” against him.

What is Mr. Giuliani’s role in this?

Mr. Giuliani has communicated with Ukrainian officials for months about the Bidens, as well as about the circumstances of the 2016 disclosures of payments earmarked by a Russia-aligned Ukrainian political party to Paul Manafort, Mr. Trump’s 2016 campaign chairman, who is now serving a prison sentence on charges related to his Ukrainian political work.

Did Mr. Biden do something wrong?

There is no evidence that Mr. Biden intentionally tried to help his son when he pushed for the dismissal of the Ukrainian prosecutor, who was widely seen in the West as corrupt. Stamping out high-level corruption in Ukraine has long been a central goal of United States policy toward the country, and a standard condition for Western aid.

President Donald Trump, like most of the conservative sphere, is riled up about the treatment of Justice Brett Kavanaugh a year after the judge’s hyperpolarizing confirmation hearings.

And he’s channeling that energy into his key 2020 tactic of leaning heavily on political grievances and divisive moments to excite his base.

In both public and in private this week, the president has been harping on a recent New York Times piece, drawn from a book that contains new allegations of sexual misconduct by the judge who Trump feels has been falsely accused.

Trump brought up Kavanaugh in roughly 15 tweets this week, at his rally in New Mexico on Monday night and again with reporters on Tuesday in California.

“They’ve hurt that man and his family so badly. He has been just really devastated by the hurt that’s been caused to him, his beautiful daughters, his fantastic wife,” the president told reporters. “He’s a good man. That wasn’t supposed to be in the cards.”

Democrats see the new allegations as further evidence of the lack of vetting by the FBI and Senate, leading to the confirmation of a judge whose background and past treatment of women Americans do not fully understand.

But to conservatives, the new Kavanaugh allegations are an effort by Democrats to smear a sitting Supreme Court justice and place an asterisk next to his future opinions — casting a political pall over them.

In 1953, there were no San Gabriel Mountains — at least not that Lee Begovich could see.

When the 24-year-old kindergarten teacher moved from Chicago to Southern California that year, Los Angeles was choked with smog — eye-burning, lung-stinging, headache-inducing smog. It hung so thick in the air that it often limited visibility to mere miles for months on end.

So when Begovich looked northeast from her Compton classroom, the Los Angeles topography faded into a gauzy haze, like peering into the smoke-filled backrooms of the era’s bars. But one day that fall, the wind blew hard; it cleared out the intractable smog. For the first time in her life, Begovich saw the outline of the San Gabriel Mountains. She was stunned, she remembered 66 years later.

You wouldn’t hear that story today, said Ann Carlson, Begovich’s daughter and an environmental law professor at UCLA. For the past two decades, the air has been far cleaner. Now, in most panoramic photographs of the city, the mountains sit atop its skyline like a crown.

“People don’t realize just how bad it was and how much better it is today,” said Carlson, who’s writing a book on the region’s history of air pollution.

The city and the state have made extraordinary progress in the past half century, and it’s largely because of California’s ability under the Clean Air Act to curb dangerous emissions from the biggest polluters around: automobiles.

But this week, President Trump said he would revoke California’s ability to set its own auto emissions standards, a provision that gave the most populous state significant sway over the car industry.

On Friday, California and 22 other states responded, filing a lawsuit that challenged his decision to revoke the waver, which is rooted in Los Angeles’s smoggy past. Trump’s move enraged environmentalists and residents who knew just how far that exception had allowed the city to come.
