If you have an external DNS provider for your domain names, they should allow you to just create any AAAA records you want, usually via a web page to edit the DNS. Personally, I run my own internal and external DNS servers at home (with Metaname as my registrar and also providing backup external DNS servers). For forward DNS, you just create any DNS records you want. It is the reverse DNS (PTR records) where there are problems, as that needs to be delegated to you by the owner of the IP addresses, or they need to provide the service.
Yep this is what I am hoping for. I used the NOIP as an easy example of adding a hostname to an IPv6 but as you've noted is the PTR which is more important and harder to do and would be cool for Quic to implement.
