I have the sim, but there is no menu that I can find to turn 4g on and off? is this something that telecom have to enable on their end first?

It depends on the handset. Is it 4G-enabled? Handsets sold until now weren't enabled and are receiving updates to have this. My Nokia Lumia 1020 for example received the update last week and 4G shows up in the mobile connection settings now.

I bought it from JB hifi on the day after launch, its not bogged down with any carrier specific software so I would assume it is good to go on all networks?

just WCDMA/GSM WCDMA only and GSM only in the network mode screen, the mobile networks menu has Mobile data (turns it all off) Data roaming, accesspoint names, network mode and network operators.

Nothing at all for 4g in there.

Just out of curiosity, what would happen if he popped Vodafone SIM in the handset? Would 4G options show up then or would it still require telecom to unlock that capability?

It's not a telecom handset so I don't know why they would have anything to do with 4G working or not on Vodafone.

I will try to get a Vodafone sim on a 4G plan and try it in the next couple of days. If no 4G then will hit up Samsung support for a solution.

No as it's not SIM card related all back to the handset and there is no such thing as a 4G SIM

The new SIM is a requirement for Telecom NZ customers so IMSI is provisioned on the HSS
