I'm sorry, can someone tell me if there's any logic behind this reasoning? It sounds really stupid to me....
Probably those services decided that the risk of someone being actually in an emergency with a handset and no SIM card is less than the risk of some pranksters removing the SIM card just to keep calling 111 without being identified...
