i received my 4g sim card this morning, i have put the new sim card in my phone, and on a landline called the 0800 to activate my sim, by confirming my mobile number.

Was that correct?

It depends on how it has been implemented, but knowing Samsung, it'll likely be changing configuration on boot as determined by the MCC & MNC of the SIM card inserted - so it's likely that 4G would be an option with a Vodafone SIM card in a Telecom-branded Note 3 handset. Haven't confirmed that myself, but that should be the case unless 4G has been locked down entirely (It is in the Lumias, Samsung's solution is a little more robust).

The handset will not allow locking to 4G only this would be just plain silly

My guess is to save power on the device

And to not let you notice the 4G setting in your device until the Telco has released their 4G network

I dont mean locking TO 4G, I mean why would they lock devices so they cannot use 4G until the manufacturer or the carrier says so?

Prevent user confusion & unnecessary battery drain, most likely. No advantage to having it enabled before the network is ready (Especially so if it does work when a SIM from a network the handset recognises as 4G-capable is inserted). Pushing the update to enable 4G could also allow for other things such as network-optimised radio/baseband tweaks to make sure users have a good experience.

I got my new SIM yesterday. I called the 0800 number and the voice message said I could now put the SIM in my phone, but it may not be activated for up to 4 hours.

I put it in my SGS4 and it was immediately usable for incoming and outgoing calls.

(I've also previously used this phone on an LTE network in Canada in June, July and August. I have a Bell Canada account I keep ticking over for use during my trips there).

Everytime I ring to get a SIM swap done they say up to 4 hours, 90% of the time it happens in about 2 mins.

That was precisely the reason why 4G was/is disabled on all shipping 4G capable phones from Telecom. Until they are proven to work properly on the Network we wouldn't enable 4G on the device.

So that's why we are now rolling out OTA updates to the certified devices prior to launch to re-enable the 4G capability on the device itself. As they have been tested and signed off as working.

4 Hours is the SLA... Normally the end-to-end transaction is done well within that period. I know the times I have been to the retail store on the ground floor to purchase a sim it was activated and ready to go by the time I was back at my desk.

thats weird, the z1 i bought online from clove was fine on the pre register site, i also received my 4g sim card today and thats all activated now too
