No, your speed is up to the amount quoted - it's not "you are guaranteed 30 or 100", it's up to that speed.

LittleDude: I know this thread is about UFB but my Spark VDSL has dropped from 37Mbps to 7Mbps(at 9PM) so I feel your pain.
I hadn't really noticed the "Netflix effect" until the last couple of days. To make matters worse I just found out today no fibre until 2018.

Also, note that if you go on the uncapped data plan with Spark, rather than the 150GB plans, they reserve the right to traffic shape.
From experience, this is done quite ruthlessly at night, as well as the daytime on weekends.

The traffic shaping done by Spark was only on streaming and P2P ports also.
Browsing was fine, but streaming you tube and P2P / torrent connections were shaped down to miserable speeds.
Changed back to the capped 150GB plan, and this no longer occurred
