I'm on Skinny and updated to IOS 13 on Friday - turned on the option for VoLTE and it gave a warning but still allowed me to enable it.

Please don't call to try to have it "enabled"

Just to further clarify that’s not actually ‘enabled’. It’s an uncertified VoLTE config (hence warning) and the phone won’t actually VoLTE register (you’ll still fall back to 3G for calls).

Only Spark (not Skinny) at this stage is enabled - you won’t get the warning and it will actually enable VoLTE. I hope that clarifies what your seeing...

The Wellington CBD towers must of been upgraded to support it, made a call this afternoon with using Carplay and it didn't drop back to 3G

Got it to work on my Spark S10+ by putting my SIM in a iOS 13 iPhone 8 and authenticating it from there. Put it back in, and it worked on voLTE straight away.

Wont be that way down the track to be clear, your just basically forcing yourself to be an early adopter..

Device roadmaps / plans for VoLTE config inclusion are fairly dynamic at this stage. At this stage the S8 is not committed.
