bbman: i would agree but the only thing that makes no sense is the GSM network is being rolled out and more and more sites are being turned on.
I guess they probably reached the point of no return; already spent the money on 2G, so they may as well complete it and get some return on it. If they were more future thinking when they first started building, then they would have just gone full 3G then. Their nationwide 3G 2100/850 would then have been ready the same time as Vodafone's 900 3G or maybe earlier. Would have been a real scoop for the 3G iPhone too.
