I'm talking about an active account, but without an active plan, i.e. you're in "Standard Rates" mode. The messaging on the site is ambiguous:

 

"You need to be an active Skinny Mobile customer with enough credit to buy a Data Binge. Buy a mobile plan [hotlink]"

 

"...Active Skinny Mobile customer" implies any active SIM/account, but the "Buy a mobile plan" hotlink that immediately follows implies that you need an active plan.

Just tested on my Skinny SIM that has no active plan and I get no Data Add-On's and a message stating "At the moment, we don’t have any Add-Ons to show you. Remember, you need an active Plan before you can purchase these Add-Ons."

Data binge just worked for me on backup phone on casual rates.

 

I usually don't use it as they don't allow tethering or hot-spotting ( but 2 Degrees data clock does )

 

Yes I agree what the website says is miss-leading, probably trying to trick you into an up sell.

Yes, data binge does work when on casual rates. In the mobile app (I have an iPhone), tap on Data Binge and buy the amount of time you need data for.

I guess they would prefer people be on an active plan when purchasing a Data Binge as being on an active plan disables casual rates for data so there will be no surprise data costs at 40c/MB before/when purchasing or after the Binge session has finished.
