Yes essentially that's right.

If WIFI is on then the light goes out which does not mean it will not receive calls. It only means that 3G data isn't being used.

When NZFINEST rang me the device connected light came straight on and calls were coming through the SureSignal even with wifi on.

Stupidly on my part I took the light to mean "device connected and can now be used" what the light actually means is "Device in use"

Glad you got your issue sorted.
Just a couple of things to know about SureSignal.

Although you can hand out to the Vodafone network from a SureSignal call (assuming it's a good macro signal) you can't hand in unless your handset is idle.
That means not only must your macro layer voice call be finished, your handset must also finish its data session with the macro layer.

If you have a known wifi link nearby this will happen quickly, but if you only have SureSignal in your house it may take a little time to "camp on" to the SureSignal.

If you have an iPhone your phone will see the network name SureSignal not Voda NZ.

Always ensure your SureSignal is always at least 1 meter away from any WiFI AP's.

Hope this helps :)
