There are multiple provisioning url fields, so what I am wondering is if I can get vfx onto line 2 of the pap2t since I have already another TSP going onto line 1 of it.

Will this work?

Yes it's possible, but may be easier to shift your other ITSP to line 2 after the VFX line is provisioned, others it would require a few more steps

I haven't asked them if they are prepared to do that or not yet, im just worried about all the common settings getting trashed like the regional ones etc, since its a US provider they set it all to US rings etc, and I am assuming VFX is set for NZ rings. They will give me the sip details but when I tried it in there I had massive post dial delays and other carryon which it was easier to just go back to provisioned.

Am still thinking about what to do for my voip needs and since its hardly essential at the moment I might just wait till I can be bothered to setup asterisk again.
