The VF forum was down for most of yesterday.

Now it's back up but if I try and post I keep getting this error message:

[#103128] The administrator has limited the number of new posts you can submit within a short time frame. Please wait 5 seconds before replying or posting a new topic.

Anyone else getting this?

I too have had access problems over the last 2 days with the same Error message coming up today on trying to raise the topic.

Another related problem is that any Vodafone network issue is apparently reported on the Forum site - the very site that seems to have the issues.

Perhaps they should be on the main website like they used to be under the old IHUG banner.

That error means Flood Control is enabled - it's an ACP setting that allows you to specify the minimum time between posts. It's not a per user or group settings, it applies to everyone equally (unless the member has "Avoid Flood Control" enabled).

They're not targetting you. They may simply be trying to reduce load on the forums as I'm sure Mauricio can tell you, forums eat servers.
