Lolmil116: Thanks again for the help and explanation of why you think this is happening , even if I disagree with your thinking re: the refund.
I can’t expect people to contact their suppliers to have to ask them to update something to be able to call me (and I assume others in my position), especially as I won’t even know they can’t contact me as they can’t let me know as the phone number doesn’t work...
Seems I am stuck with a number that only some people/networks/landlines can call...doesn’t help me at all and had I known this I would never had signed up with them. Perhaps the old phrase ‘you get what you pay for’ is appropriate here.

Email sent and responded to by Jason Paris to get this issue sorted.

@Lolmil166 I know this is the issue I don't think it's the issue, I worked in Telco in New Zealand for 17+ years and use to open up new number ranges on multiple IT platforms

As new number ranges come online it's the responsibility of the A party Telco to make sure new number ranges are open so the A party network can call / bill for the B number called.

Ask the end users that can't call or SMS you and I bet you will see a pattern they are on the same network/s

On a slightly related note of problems with Kogan.  I thought I would post about a currently ongoing issue i'm enjoying.

I was on the 32GB for $4.90 promotion for a month and decided to let the plan expire since I didn't want the plan to renew with the standard $69.90 price.

Plan expires, however I was surprised to see Kogan still allowing me to renew onto the $4.90 plan via the website (which seemed odd to me since that is for new customers only).

So I give it a go half expecting it to fail, and to no surprise the plan doesn't renew.  However Kogan did charge me the full $69.90 plan price to my card, even though it failed to activate a plan.

The nice chap on the help chat recommended I try using incognito mode on the web browser to renew the plan and no one's surprise it failed again.  I now have a total of 2x $69.90 charges on my card with no active plan to show for it.  Apologizes were sent from the chap helping me and I now await a resolution from the technical team in 3-5 business days.

Place your bets now on what the outcome will be :)

I'm giving even odds that they activate the 32GB plan for $69.90 and refund me the second charge / this ends up with me initiating a charge back within the 30 day limit / the charges to my card magically vanish.

The same thing happened to me and I was soooooo frustrated. I emailed them and this was their response:

Hello James,

Thank you for patience.

We understand that you have accidentally renewed the plan but as a new plan has been overridden, we are not able to reverse it. For more information please click here.

However, the renewal was unintentional, so as an exception we are offering you below options.

Option 1: If you wish we can upgrade your plan from our end and you can only pay for the difference. [e.g: If you upgrade to $91.50 plan then you have to pay only $21.60 ($91.50-$69.90)]

Option 2: Downgrade of Plan: You can buy any small plan than the current plan and we will refund you the difference amount.

Please confirm which option you would like to choose.

Awaiting for your response.
Kindest regards,
Chinmay P

Now I'm planning on switching back to Vodafone. Their service is now expensive.

Update for anyone curious.  The two erroneous charges finally vanished from my card, and Kogan seems to have fixed the bug where you could "renew" onto an expired plan.

I'm guessing they had some early teething issues or something.  Here's hoping it's smooth sailing from now on :)

Kogan are a bunch of spammers. They started spamming a email address of mine a few months ago which could only have been obtained from trawling the WHOIS. I complained and they just ignored my message. Their emails were being certified by SendderScore but after I complained to ReturnPath it looks like they dropped Kogan as a client.

I did receive a call from Vodafone who said that that range of numbers has been online/registered with telco’s since 2009 (albeit unused until recently) s as I that was very unlikely to be the problem. He was able to do some checks and one of the 3 people that called me had misdialled repeatedly (!) but the other 2 remained a mystery as does why Viber registration texts don’t come through. He was due to call me back then next day to check, however I haven’t received that call but having done checks since it now seems just the Viber issue is ongoing.

Thanks for your help everybody and I’ll update if I get more info.
