Prefer 32Bit App rather than "Metro". 

 

I am ok if there is a cost, ideally $50 USD or less. 

 

Needs to be simple to use, well supported, and flexible.

Yes it's a Modern App not a Win32 Program

+1 for drawboard PDF. It is a modern/metro app but works well. But I quite like the metro interface (I was a windows 8 fan, so some may question my judgment).

I downloaded it and I must admit, I quite like it, and the price is hard to beat.

For my part it's because I bought PDF Annotator years ago and like it so I've never felt the need to upgrade to a "modern" app.
