It's actually best to leave his account active and allow him to list items. By leaving his account active, his terrible feedback serves as a warning to other traders. If you ban him he'll just create a new account.
By the way, I had a similar situation and TM gave me an account credit to the value of what I lost ($40). You could see if they're willing to do that.
That is true, however I would say by leaving his account active however it allows unsuspecting people as myself to fall prey and become his next rip off victim he can take money out of. I think this person should be prosecuted, when nanny issues are being blown out of proportions, this is somewhat of a serious matter here, open fraud. Is hes ripped off 200 people at the rate of $500 each then you have $100000 of products he took payment for and never delivered. As if we need a little brother ripping us off along big brothers corruptions.
edit: account credit would be nice. I have a trademe account for 6 years and I have maintained 100% feedback all around, not even a blue face. Anyway, I just got off the phone with trademe again and put some more notes on the issue, saying he provided a false tracking number! guy who I was talking to agreed, NZ POST dont send tyres. Anyhow, so I reminded them that they are providing a platform for this parasite ripoff and thus in aid to his scams. So next I emailed the guy and told him if he paid my money back I would forget about it, but I think I know the game he wants to play,His details which are always saved on trademe even if he changed them, should be noted, and then gone through the court to press charges on him, I am going to get this prick for my damages.
Is there anyway I can get the bank to return the money at all? I know they cant use charge back since its a non visa payment but any bright ideas guys?
I'm not sure if TM take any notice of how many people have black listed a particular trader. I'm going to blacklist him based on his appalling feedback.

Christ, it ain't even a photo of the licence plate. Who in their right mind would pay that guy $225 grand?
They were 4x 17' Tyres. 245/45R17 to be exact. I missed out on another 2 good deals because of this prick. who kept me waiting the whole week while he was busy eating my money.

To Whom This May Concern,
I would like to formerly report and bring into attention a case of ongoing Fraud with at least a hundred or more victims, myself being the latest victim. The Fraudulent operation Involves taking money for goods and services that are never delivered and if at all delivered never as described, It Is being operated out of TradeMe by an ANZ Bank Account Holder.
The details of the person operating the fraudulent activities going are as below

Trademe Non-delivery report #60986
Details of my encounter:
I was looking for some tyres on trademe when I came across these two sets of MICHELIN 3MM-5MM 245/45/17 @ 2 TYRES (Auctions 1102462573 & 1102462554 so 4 in total) being sold by him. I asked him for more details and on June 11th I was contacted by him and he offered both sets to me for $470 shipped, I declined however he offered again and this time he settled to sell them to me for $300 Delivered.
On June 12th I paid him from my Kiwibank Account and gave him my address, all records of which are attached below with all other evidence’s I was able to gather.
He has since kept stalling me and stopped responding to emails, I have left him messages on his Trademe Auctions to which he has not responded and in return Blacklisted me as a method of silencing the victims he rips off and defrauds and as to not being Exposed.
As of today, 16/06/2016 I have contacted Trademe authorities and made a call to the local Police Station and upon emailing him with an ultimatum of giving me my goods or money back he had sent me an email.
Today I received a FALSE NZ Post Tracking Number from him (LA110223875NZ) Which have no Records on the NZ Post Website.
Please NOTE: NZ Post/Courier Post Does not ship Tyres or Wheels.
As you can see, this is another case of this Fraud that is being carried out through the Trademe Platform and its Illegal gains being Hosted by ANZ Bank New Zealand.
Below I have attached records, screenshots, bank transfer details and evidence aswell as email records of all that I was able to attain to support my case.
With matters above in light, I declare this to be my case with the NZ Police and also will be forwarding it through the Claims/Disputes Tribunal if needed.
As well request the associated ANZ Bank to issue me a retrieval of my funds as soon as possible.
