Yes, I thought this is what you were referring to, but because it isn't clear enough and could go either way your post without a comment made no sense.
I read the headline as a labour hire firm is in liquidation and Immigration NZ is helping staff. I didn't think of labour party hiring a firm in liquidation.
Could it be less ambiguous? Yes.
Is it wrong? I don't think so.

For context, as far as I know and can see Kenepuru station has no Park & Ride facilities at all. (Potentially meaning that Mayor Baker is telling untruths as well.)

Porirua station itself on the other hand has a massive car park.
Sometimes I use big words I don't always fully understand in an effort to make myself sound more photosynthesis.

This may have been the case in “the olden days”, but I suggest* recent graduates of journalism courses operate under different priorities. They will;
Quote opinion as fact (OAF),
Cut and Paste press releases verbatim,
Use social media as a source,
Use sound bites to alter context,
Stand outside a location for a live cross hours after an event has occurred,
And, Only report what is allowed by their organisation.
The days of reporting displayed in the movie All The President’s Men are long gone.
* In a previous role I was provided with extensive media management training and had dealings with ‘journalists’ on a regular basis. My comments are my opinion but are based my personal experience of what occurred (including information provided) vs what was reported.
