You'll need to sand/strip that lot off first, otherwise you'll paint it all nice and then that will start coming off from underneath too as the rest of the original clear coat comes off.

+1 for that.

Taken from EHow.com:

Instructions

Things You'll Need:

  • Sandpaper

  • Clear touch-up paint

  • Cardboard box

  1. Wash the area with soapy water. Allow to dry completely.

  2. Lightly sand the area that is peeling. Do not sand through the paint, as you only want to remove any evident peeling.

  3. Cut the bottom from a cardboard box. Place it over the area that needs touching up, so that the clear coat will not spread to the undamaged areas.

  4. Spray or brush a clear coat touch-up paint onto the area inside the box. Touch-up paint is available at most auto supply shops. Cover with an upside-down intact cardboard box to keep dirt and dust from settling on the area. Allow to dry for the length of time recommended by the manufacturer.
