I'm not saying you are wrong, but quite pften when someone claims they get broadband or mobile much cheaper overseas, they are either misremembering, or simply not comparing like with like.
Often in the uk, for example, you get unlimited 'Internet' which is very different from unlimited data. (No video streaming, no tethering, etc)

I don't know what plan you were on, but based on what I do know about the uk carriers, I do not beleive you actually got unlimited data for 20 pounds for a whole six months. I doesn't ring true compared to the other plans.

What you probably got was this

Which actually has a fair usage policy of 1gb per month, and doesn't allow you to use p2p, voip, or tethering

Whilst that is still good value, it's not fair to compare to NZ 1GB data plans where you certianly can use VoIP, tethering and p2p if you want,

The carriers cant actually stop you from tethering though, other than not selling phones that allow it and refusing to connect any other phones to their network..

This is the one that I used http://www.t-mobile.co.uk/shop/mobile-phones/price-plans/pay-as-you-go/boosters/

From what they say its Internet not Data, from what I remember there was a limit on downloading files of 500mb a month which I never seem to hit even with downloading pod casts most days, emails and uploads to Facebook.
Biggest data apps I would of used would be the likes of Google Maps and Facebook.

I did use the phone for tethering but no P2P or Skype sessions that I can remember.
My messaging was does with Whatsapp and Viber to save $$.

I never hit any limits at all that I can remember and I easily chew up 1-2gb a month here in NZ.

Now I think about it the best place I had mobile data was Hong Kong it was only $18HKD per day for all you can eat, I uploaded all my videos to youtube over night what would of been gigabytes directly from the phone, you were definitely not limited when it came to tethering, skype etc as I used it all the time while there.
Now that would be good the provider I used there was Three.

Having a look at their website they have a 5GB limit each month with your connection being throttled to no slower than 128kbs.
