The funny thing is Vint Cerf (Creator of TCP/IP) has just created a new protocol called DTN which would make this possible. It has been created for NASA so that the internet could work with roundtrip times that are in the hours (space is big), so it could easily be implemented in a carrier/homing pidgon interface.

I think you'll find that not even DTN will enable carrier pidgeons to send TCP/IP packets to Mars.
