Here is a crazy notion, lets give peace a chance.

A few possibilities of what could be saturating her upload include the following: automated uploads from mobile devices, malware, email sending etc...
While your advice might have validity under some circumstances, I would request you not be so condescending in expressing it because as much as you are an expert, others also know what they are doing. The section of your post which I have highlighted is really uncalled for.
There is one computer connected via a LAN. Her cell phone does not have Wifi and even if it did, she'd turn it off.
Last of all, I've worked in the Internet industry for awhile. I think I already know all of the above. Although she is female and old enough to be my Mother does not mean she is thick as two planks either.

MichaelNZ: I have already clearly stated it is not an over utilisation issue.
I am not interested in the old well worn stereotypes either:
1. Older female's internet connection, so must have no idea what they're doing.
2. Must be virus/malware.
3. Upload is maxed out with crap from imagined virus/malware.
So unless someone has something new and relevant to contribute.....
