Got a friend on HCK/AA who wants to switch from ADSL2+ to VDSL but is told he is on a port waiter list. Any plans of upgrading this soon?

If it's a simple case of adding a new VDSL2 card the standard Chorus SLA for such a process is around 2-3 weeks.

If it's a cabinet where no more cards can be fitted the answer is possibly never, as a recent thread on here described in detail where somebody kept lodging VDSL2 orders for a 3 door cabinet that was already full and waited 6+ months with no internet. ADSL2+ was available but they weren't aware of that.

How can I tell if it is the former or the latter?

You can't but the ISP could tell you.
