Can anyone tell me what this mount is used for please?

I've picked up a cheap Compac server rack, and it has two of these mounted opposite each other but their purpose isn't immediately obvious to me.

Blanking panel? At the very least it will help with the stability of the rack. If you take it out and push the top you should see it wobbles more.

I wondered about a blanking panel, but the bolts protruding inward on both suggested they may have been for mounting something?

Makes no difference to strength or stability, no difference with them in or out to flexing - it's pretty well built!
