If I have my iPhone automatically send photos to OneDrive are they synced or backed up?

i.e. If after the photo has been sent to OneDrive will it stay there if I delete it on my phone (this is what I want to have happen).

third party photo sync apps don't work that reliably in my experience, onedrive is no exception. better to make use of icloud as it's near flawless. to answer your question, no, deleting a photo from your camera app/photo stream doesn't delete an uploaded photo

My experience is the opposite. I have never ever had a problem with OneDrive not backing up photos from various iOS devices.

My experience is the same as Nathan's. I do sometimes have to open the Onedrive app to trigger a sync.

When I used an iPhone up to a couple of weeks back I backed up to one drive daily without issue. I have close to 300GB of photos on One Drive

Here is a crazy notion, lets give peace a chance.
