I have a few USB modems here going for $20 each, no SIM cards, known to work on Windows 7:

 

  • 2degrees Huawei (3G only, works on Vodafone as well)
  • Telecom Huawei (3G/4G,  microSD slot)
  • Telecom Sierra Wireless (3G only, microSD slot)
