It wouldn't be the first time I've misinterpreted something but I thought the OP was saying (my translation)

"We had naked VDSL with Snap but it was erratic and we couldn't depend on it for making emergency calls with VOIP.  So we asked Snap for a POTS based telephone service but they refused to supply this because of our high needs requirement due to a medical condition.  I think this is discrimination and are they allowed to do this?"

Personally I expect there was some mis-communication on both ends and doubt any ISP would ever say this.  But if they did, I'd certainly want to complain about it regardless of whether the ISP could legally deny a request for service.

I'm wondering why you don't have a mobile or two handy for 111 calls, regardless of if you have a POTS line.

What does the Human Rights Act says about disability?

It is unlawful to discriminate on the basis of disability in any of the areas of public life covered by the Act. The Act covers disabilities, which people have presently, have had in the past, or which they are believed to have. It is also unlawful to discriminate against relatives or associates of people with a disability, because of that disability

Why don't you contact either your local CAB or MP for advice. Did you make them aware when you initially signed up that you required a POT line for medical needs? Otherwise a prepay mobile will cost you 20 bucks per year.

I think it is a trend now with some ISPs to provide their own VOIP service instead, as I presume there is less cost for them.

 DTFF ? WTH

I had to google it, I found this result. In this context I think it means "don't feed the troll".
