You posted the line stats from your modem a page or so back and they looked completely fine. ?Quite pointless for them to send a tech out to check the line when the modem sync rates are good imo
It seems way more likely to be something like backhaul or handover link congestion or problem in slingshots network eg: your ip address is in a rate shaped pool or something.
I'll put $5 on it being your ip address or account being rate shaped by Slingshot by accident.

That's what I think considering the variation in speed depending on time of day, hope someone from Slingshot reads and looks into this though they gave confirmed there is no rate shaping on my line.

stitch: It's 12.38am and already starting to see some improvements but browsing is still not very fast but speedtest.net shows this, come on Slingshot, this can't be coincidence,whole day crappy speeds and late in the night it gets better-
