I have a customer who needs a receipt printer which will print receipts with the push of a button on the printer and not require a PC or POS connected to it, the printer needs to have the ability to be configured with a pre-determined http URL with query string parameters, and the printer needs to print out any text returned in the http URL. Could anyone recommend anything?

I haven't seen any printer that does exactly what you ask for but it would pretty trivial to put something together with an Arduino, Raspberry PI or similar and a printer.

http://littleprinter.com/ might have done it but has been discontinued.

Sounds like you'd probably have to do some custom firmware for a Brother QL-720nw or something if you wanted to press the button and do it.
Otherwise probably wouldn't be tooo hard with what graemeh said, or even just a windows app print over wifi
