Funny - IPS LCD is one of the chief reasons I enjoy the Mate 9. 
Not keen on OLEDs anymore personally. Bring on MicroLED without the inherent burn-out.
FWIW, a 1440p OLED isn't that much higher res than a 1080p RGB LCD (of the same size) because the high-res OLEDs all use the PenTile subpixel matrix.

It's just those deep dark inky blacks. I can't ignore them. Plus the higher res IS noticeable on text with web pages.

The spec sheet on the link gives a list of LTE networks supported. Band 3 (1800) and band 28 (700) are both supported..
