I have found a great live streaming site that carries some of my favourite overseas channels. However, I am on a metered connection (the only option with wireless RBI) and others can't be trusted to stop the stream when leaving the room. Is there any Windows utility with a timer function that is easy to set with a mouse that can kill the Internet connection or otherwise stop the stream after a certain interval? Must also be easy to restart.

Not sure about windows, but you can get a "sleep timer" extension for Chrome.
