I recently started exploring Kodi. There is still a lot I don't know about it but I have studiously tried to avoid the many shady video add-ons and have only experimented with our Freeview playlists and the official Kodi repository. Yet I notice many sellers of IPTV subscriptions on sites like Amazon, Ebay and Aliexpress. These vendors seem to be offering access to satellite channels all over the world. Are these all free to air, and is this legal? Can anyone tell me more about these?

He means no as in they'll be 'selling' you access to satellite channels you shouldn't have access to without a proper subscription in the relevant country. They're being openly advertised on the big trading sites because, for whatever reason/s, the companies affected are not doing anything about.
