I'm sure I heard correctly that masks will still legally need to be worn on public transport but they recommend wearing them if you leave your home so I'm picking you won't legally need to wear them under L3.
HelloThere:

The original health order was for level 4 specific.
That may change in the near future to accommodate

So I want a vote for Aucklanders only. How many of you want all MIQ facilities north of the Bombay Hills closed? The rest of the country can bear the lion’s share of the risk for a change.
And while we’re at it divert the vaccine resources to prioritise the same area north of the Bombays.
Im sick of bearing most of the risk and being the worst affected.
we have 3 MIQ in Rotorua which, going on population, we have the bigger share of the risk.
Common sense is not as common as you think.

Another problem with MIQs in AKL is that most military people are based elsewhere, making staffing the MIQs difficult.
To me it makes no sense having our high-risk MIQs in the centre of our most important city. But finding enough people to operate them will always be tricky

And Rotorua has caused how many Alert Level increases? How many inbound customers have they handled? I’m not saying that you haven’t shouldered any of the load (risk) though. The vote I suggested was for Aucklanders.

The government has had 18 months to get off their elbows and come up with a solution that doesn’t involve the centre of our largest metropolitan areas.
Fly the Red flights into Ohakea, transport the ‘customers’ to Linton or Waiouru and accommodate them there, in tents if necessary (it’s Spring next week). As long as we are kind while we do it, it should be all good.

In good times Aucklands benefits from the economic benefits of having the largest airport and all the travelers come through it.
The alternative to to build dedicated MIQ facilities in a remote location, but they will still need staff.
Cases shouldn't leak through proper quarantining. Hotels are a compromise. Don't think there have been leaks at other MIQs around the country.

Then imagine the complaints from returning people. Somes Island was previously used for quarantine, and that would have not been particularly comfortable.
But we played Russian roulette with the travel bubble as well as with MIQ so this was always a risk. Australia restricted their MIQ numbers to reduce risk.
Sorry but the vote is only for Aucklanders.
I don’t care what the rest of the country does, just close the Auckland facilities since they have been the source of every outbreak. If that halves the number of available MIQ spots until the government sorts their act out, so be it.

Whatever they do it has to be user pays. Private sector probably. The Military have little appetite for this work and attrition is higher than normal within the services.

But the NZDF presense at MIQ facilities is not that high - so many people seem to have the idea they are the security presence, which is not (and never has been) the case. They pretty much want out of the small role they're still performing.
The biggest issue would be whether the local DHB or contractors can provide enough staff.

And yet the QFT bubble worked as advertised. This latest outbreak is all but confirmed as a Red Flight Passenger that entered the country after QFT was closed from NSW. I’ve yet to see any of the “I told you so” brigade retract their comments though.
Plus the index case that kicked the whole thing off in Australasia was an Aircrew Chauffeur who didn’t follow the protocols so would have happened with zero MIQ in Oz.

Think the reasoning for that is:
Safe to say that the red flight returnees were only in NSW in the first place courtesy of the bubble. No bubble to get there, no need for red flights back. Ergo, this outbreak is still linked back to the bubble?
