The Government has announced details of how New Zealanders will choose whether or not to legalise and regulate cannabis, said Justice Minister Andrew Little.
The Coalition Government is committed to a health-based approach to drugs, to minimise harm and take control away from criminals. The referendum is a commitment in the Labour-Green Confidence and Supply Agreement, as well as a longstanding commitment from New Zealand First to hold a referendum on the issue.
“There will be a clear choice for New Zealanders in a referendum at the 2020 General Election. Cabinet has agreed there will be a simple Yes/No question on the basis of a draft piece of legislation.
“That draft legislation will include:
- A minimum age of 20 to use and purchase recreational cannabis,
- Regulations and commercial supply controls,
- Limited home-growing options,
- A public education programme,
- Stakeholder engagement.
“Officials are now empowered to draft the legislation with stakeholder input, and the Electoral Commission will draft the referendum question to appear on the ballot.
“The voters’ choice will be binding because all of the parties that make up the current Government have committed to abide by the outcome.
“We hope and expect the National Party will also commit to respecting the voters’ decision.
“I have today released the actual paper considered by Cabinet,” said Andrew Little.
The Justice Minister also confirmed there will be no other government initiated referendums at the next election.

Just an FYI to anyone using or thinking of using the GP prescribed product Tilray. I picked up another bottle for my husband today and it has gone from $550 per bottle to $350!!!!
I was super impressed. The pharmacist didn't know why the price had dropped. My thought was that maybe more people are using it in NZ now so they are able to bring in larger quantities. Either way it is a great relief and means we don't have to ration it out quite so much.

Thanks mate.
About time somebody actually published some controls. Im not for youngsters buying alcohol, well over buying Canabis but I can appreciate the law. End of the day, kids can get pot easily enough as is. If they dont have the parental and schooling controls in place to guide them, I know I didnt. But I decided by 20 THC wasnt for me, it made me anxious.
Conversely the first time I smoked was most definitely not Sativa and I was heavily body stoned, too much for a kid.
So placing government controls which will reduce (but not replace) the black market, having parents gorwing medicine at home, all those things will both control what medicine is grown and consumed by parents.
It all seems very similar to Canada which is working.
As long as we have access to the variety of seeds developed by Pharmaceuitical companies in California via their farms, and are allowed to be imported. Using a database similar to www.leafily.com will give people access to narrow down what best suits them.
For me that is high CBD with some THC, you cannot take all the THC out imo and expect a great relief beyond anti inflammatory (100x stronger than the best fish oilds and or prednisone steroids is my understanding (dont quote me)).
Looking at the last poll that jumped from 63% to 84% I think kiwis have realised Nixon and Reagan hoodwinked us and then left wing party in the early 2000s stopped the Greens, which set us back 20 years from being world leaders, which would have been huge business for NZ, given the dip expected in dairy I read the other day over next 10 years in the states, I admit I skim read it and dont know all the details.
But what I do know is if NZ keeps pretending to be 1st world country on the back of lies like "100% pure NZ" tourism Advertising, yet allows aggriculture to destroy or native fauna and flora we really do look stupid. Along with personal lending being equal o 150% GDP, I mean, do people really expect our real estate to keep going up forever when we have a double lending bubble and have potential disastrous economical threats?
We could have been using the scientists we PHD in Otago, then send packing home because we want labourer immigrants, we could have used those smart minds to help us build a cannabis Pharma equal to or better in quality (quality over quantity) than the massive Pharma Cannabis farms in the USA. We really aren't a smart country, we are a sheep country in the sense we let other countries lead us and fool is into what we should be thinking. Instead we should be developing new economies like this that utlise the smart minds that pay to study here, we should reward them with jobs in science. We should invest in small Business. Of course we should grow Kiwi saver to one day rival Super in Aus and we should have our money in our tax said aside for medicare so the government cant pilfer it and use it for idiotic reasons which change government to government.
But most certainly we need to let our real estate slowly decline until we are near what we would have been had we not got greedy, ie $600k median in Auck now, we are down from $900k to about $780k? Let its SLOWLY decline as to not cause massive interest rate rises which will see an economic crash at 150% GDP. Yes people will lose capital gains, but durrrr wast that obvious that was going to occur? Soon the wave will hit Welli, and onward south. Moral of story is, dont use your personal home as your primary wealth development, long term security so when you can buy another investment you are free hold and your investment provides more than the pension can which is what our counries goal should be, hence why developing Kiwi saver to rival Aus Super over 30 years is our best way forward to not need all these unskilled migrants who cannot afford housing in Auck anyway.
Anyway, I think its a potential market we can tap into in sooooo many ways. In the US people buy Cannabis over growing it because its more convenient, but we need both options for those who have serious medical issues who cannot afford to buy and vape commercial products.
I have no issue with people using it recreationally either, Id rather talk to a giggling stoner than an angry punch happy drunk.
For those that dont have to use opiates and other pharmaceuticals, you really have no idea how big an issue this is for us ill people. Please support those less fortunate.
opiates etc not only mess with all your metabolic hormones, they mess with your happy drugs and they replace your natural endorphins (morphine is derived from the word endorphin) which is seeing the epidemic rise in opiate related deaths etc as people reach tolerance levels from morphine that can only be increased by heroin, synthetic herooin (pharma oxy drugs) and even more scary the pharma drug fentanyl.
Cannabis is NOT a gateway drug, in fact its a HUGE anti inflammatory and anti oxidant. It does not cause the car accidents close to the levels of alcohol (ive not heard of a stoned related death), you cannot OD from the drug unlike Opiates and Alcohol, there is very little risk in lung related issues as it is used by many to open the bronchials. Overall if anything its the healthiest decision NZ has ever made.
Thank you
