It would be interesting to see of breakdown of the personality types of those that are catching and spreading the virus.
My guess is:
Conscientiousness = low
Agreeableness = low
Neuroticism = low
Openness to Experience = medium to high

Pretty much, no.
They need to now appeal to a demographic that is hesitant to get the vaccine, or doesn't think Covid will affect them.
A carrot is a good idea.

Do what they did in the old days, get some guy to go off for a few days and come back with a piece of stone saying 'Thou will get vaccinated' written on it
You can't start paying people as they'll expect it for every vaccine & will hold off until there IS a payment.

People who think Auckland is going down to level 3 will be sorely disappointed. Waikato should join level 4 with Auckland IMO and I expect SI and the rest (maybe northland stays at level 2 due to the transport links and how much that area relies on Auckland)to go down to level 1.
There is no way at all Auckland moves down and it’s just how delta works and we can’t change that except continue to eliminate and lockdown.
I imagine we’ll now need extra (extra)support from government for business and individuals now.
What people think "should" can be quite different to what people think will happen.
It seems highly probable that Auckland (and the upper waikato) move to level 3 at 11:59pm Tuesday. You don't have the finance minister go on breakfast TV and talk up what a good handle we have on this (despite the data saying otherwise), if you arn't planning to drop the alert level in Auckland.
The last week makes it pretty clear that level 4 is enough to keep a lid on covid-19, but not enough to eliminate it in a timely manner. No point staying at level 4 to achieve nothing like last week. We cannot expect to eliminate it in a timely way.
If we are serious about elimination, up to level 5.
If we are going to call time on the elimination idea, down to level 3 to get most people back to work.

And yet its reported by our state media organisation about someone having socially distanced driveway drinks in the neighbourhood.
But our Government is "open and transparent".......

Whānau Ora and Associate Health (Māori Health) Minister Peeni Henare acknowledges two major milestones in the rollout of the COVID-19 vaccination programme for Māori.
“I am very pleased to announce more than 50 percent of eligible Māori have received their first dose and 25 per cent are now fully vaccinated,” Peeni Henare said.
