Why are we using something described in the press as "like the IATA" version instead of just using the IATA version?

I already have the app on my phone for the IATA version. Seems crazy to duplicate a process.
It needs a verifiable digital health certificate which may include a QR code.

If I understood this afternoon's press conference correctly, it sounds like the mobile friendly web site will be rolled out in November with an app to follow early next year. This would imply that, at least in the early stages, users will need access to mobile data in order to log in and bring up their vaccine certificate.
I can imagine there are going to be some tense situations at summer events where disorganised patrons are refused entry due to:
- No data connection on their phone (zero prepaid balance / overdue bill).
- No signal available at the location of the event.
- Phone battery flat.
- Unreliable device that suddenly decides it doesn't want to load or log into the web site.
- Can't log into web site due to lost credentials.
It would have been good if everyone were sent a physical card in the post and encouraged to carry it everywhere. A little plastic thing like a drivers licence would be really useful for those who are clumsy with technology.
I just wonder why it doesn't have a photo, at least to be used as a sanity check. Realme requires a photo to be taken when a new account is setup, but it doesn't look like it is used.

I just signed up for it on the Beta page. Worked fine for me using my gmail address. had to enter Drivers Licence number. Didn't have to enter NHI - it already had it and my two jabs.
Tried to sign up for my wife - not sending the verification email (different email address).
It has the correct date and location of my first shot. There is a space for the batch number but that was empty. Is that the same for everyone else?
I should have chosen NHI manually.. It's going to have a hard time matching my Licence address to my 18yr old address the health system had for me...

You only need to go online to get it once, (which you can do at home),
You can download the certificate (QR code) to your phone... boom job done no need to go online to get it at any location

No its not, One exploit spring to mind. Still the pesky weakness of No ID required to get the jab. Someone can take the jab on your behalf.

Ah, so you just download a PDF and save it on your phone for offline access?
I wonder how many old/cheap phones have the ability to save a PDF file like that?

Apparently you need to Android 7 or above to access the site on a mobile,
But you can download it to another PC etc, and mail it to your phone or transfer it another way..
