Ill assume you are a law abiding citizen. I am, Lets assume all of us here are, and are in quarantine, is babysitting us, 24/7 what the Police are here for? Id rather deadlock all doors in the facilities and ask the Health Act to give detainment capability to security staff. For the sake of fresh air outside, a durry outside, make it easier by locking everyone up in their suites, if thats the low bar that absconders are setting. As we have seen globally this wont stop.

The Hamilton guy is in prison, no bail, appears on 15th, and the Queenstown guy is appealing next week. Now its fine if they go to jail, but the potential damage was already done, so jail isn't a solution. Locks appear the only solution.

Guards don’t have the power to detain someone, only the police do.

You are both stretching things to create unnecessary obstacles. With only one cop per location, guards are valuable to pinpoint and warn offenders, and then call the cop if needed. The electronic barrier can be inside the property so there is time to intercept an offender before s/he gets too far. These are all things that can be dealt with.

If were are happy to let them escape thats fine. Guards saw one of these, he's gone, thats what happened. Interception hasn't happened in these almost daily cases.

That right, my point was they are normal citizens, not the criminal element, but some think is not really a crime, its ok, its not that bad, despite being told and told and told what the rules are.

This is the nub of the problem.

To be effective, the enforcement officer needs the power to detain a suspect / offender, and to use Reasonable Force in so doing.
IANAL, but as I understand it the only people with the authority to exercise this power are: a Constable, on reasonable suspicion; a Court Security Officer, within a Court premises; and a Defence Security Guard within a gazetted Defence Area.

To give somebody else this power will require a legislative change. IIRC we have only two more sitting weeks before the House goes into recess for the election, and I'm sure the government has far more important legislative fish to fry next week & the week after. An attempt to push a change like that through under Urgency to get it done before the Election would cause an entirely justified uproar.

We might get a "Health (Quarantine and Managed Isolation Supervision Officers' Powers) Bill" in the next parliament, as this looks like being a long-term problem, but not until after the Elections.
