Yeah, but when you think about, high density housing doesnt have the families interacting a huge amount, but in these workplaces thats exactly what happoens 8 hours + per day, every day

3 new deaths as well. For many here, the people dying are probably in our parents age group. It is really sad to see, and they are likly going to have quite a lot more people dying in the coming weeks as result. NZ must not be complacent, and I think there needs to be more emphasis on using the tracing app, and perhaps also education about wearing masks, because if we start getting community cases, masks are likely then going to be required. I was discussing the situation in NZ with someone, and they were most concerned around flight attendants who, as there is a lot of trust being put in them to self isolate properly, and people not to visit them. They were wondering what is stopping another bluff wedding cluster occurring, apart from the time of the year, where there aren't too many weddings occurring. .

Maybe ventilation systems in these apartments could have an effect, as droplets can be suspended in air. We don't know what filtering and air movement systems they use in some apartments

With so many via Doha/Syd and Dubai I was under the impression Dubai was taking a hard stance at transiting passengers being tested before flights with the quick test. but may only be Emirates from high risks.
The rule applies to both passengers travelling to UAE, as well as passengers who are simply connecting through Dubai International Airport (DXB) to their final destination.
Think I mentioned somewhere here that Victoria is going to look grim shortly with the symptomatic delays despite the 'lockdown' that really isn't...

You neglected to post the crux of their argument - that the current tracking, taking and quarantine facilities are inadequate for a COVID world and should be upgraded.
So they want open borders with every traveler having to quarantine? Don't see that working for most tourists.
Do agree need better tracking, and upgraded facilities.
Go and read what they actually wrote. There were two main points. The first was that outbreaks are to some extent inevitable. Systems break down and its impossible to make them foolproof.
The other is that there needs to be preparations for opening up to the world. The New Zealand economy depends on international trade and it isn't feasible to be closed forever. They are also honest enough to say a vaccine may be some years away so there needs to be a clear plan on how to achieve contact with the world that is fit for purpose.
At no point do they say the New Zealand should have open borders.
