Personally I'd be happier if they could do something about the slow drivers with a queue of cars behind them that speed up in the passing lanes. I have no problems at sticking to 95-100 (depending on Speedo) and everyone doing the same speed. It's the slow ones, along with the ones who have to get there first, that stuff everything up.
You've hit the nail on the head.
It's the drivers that trundle along at 85-90 on the open road, then as soon as they get to a passing lane speed up to 105.
So if you pass them on a passing lane, you're speeding.

So if you pass them on a passing lane, you're speeding.
If you overtake them safely on a straight clear section of road, your likely to exceed the speed limit, as you don't want to be on the wrong side of the road for too long.
So please, don't speed, we don't need the carnage on the road over Christmas\holidays, but please try and keep to the speed limit, and if you do have a queue of traffic behind you and you do wish to travel at 85km/h, please pull over and let the traffic behind pass where it is safe to do so.

It's a voluntary tax.
Plus, most of the time on the main roads these days it's rare to be able to get up to the posted limits, let alone exceed them for long. Xmas period you just cater for longer trips than usual and go with the flow without worrying about it.
Yes I agree that it's not the correct focus and there are far more problems on the roads than those traveling between 4 and 10kmh over the limit but it's by far the easiest one to monitor.
