It's not exactly education as much a very short reminder of how to put it on properly.
I find this all a bit stupid. "Almost everyone" in this context is three people... how many people were on board?

If they were at a low altitude; i.e. below 8000ft, then the need for the oxygen mask may not have been critical. In which case could they have been advised to keep masks on over their mouths only?
Planes don't stay above 10,000ft very long with a decompression. The pilots are trained to drop to below 10,000 very quickly.
So yes you are probably correct that the plane was at a low altitude when that was taken, otherwise they would be turning blue very quickly!

Obviously it's impossible for crew to say anything as they're busy flying the plane and communicating with passengers comes at the bottom of their list of priorities.

Heard the samples from ATC recording? Talk about calm and collective. Can't have known how crazy it was out back.

Except for the fact most people are going to be in a state of panic.
Every time masks drop there always seem to be media reports of defective masks because people don't pay any attention to the other key message - the bag will not inflate.
