Just a slight correction - the article says it can be completed up to 24 hours before your departure to NZ, not 24h before arrival. You can do it before you even get to the airport.

I was able to fill it in well prior to 24hrs, maybe a week? I don't recall exactly. You can bring up multiple travel declarations for flights but it if the time is too far out it will tell you it's too early to complete the rest. I needed to make adjustments and could edit it despite having submitted it already. But basically the only submission that counts is the final one in front of the officer. Nobody checked at check-in or prior to boarding I'd done it which makes sense given the paper ones are given out on the flight. It was surprisingly easy. Just some issues submitting it in front of the officer as it didn't look like it had been submitted on my phone but she said it had come up on her end.
I did this earlier this week, was told it could be done 12 hours before departure to NZ. Did it, successfully submitted according to the App, got back to NZ, they scanned my passport and they had no record of it. I even showed the biosecurity guy the app saying it had been correctly submitted. He was very apologetic and said this has been happening a lot lately. I had to then fill out a paper form at the airport, luckily they didn't make me to go to the back of the very long line at Auckland Airport again.
Seems like there is some teething issues out there. I was a bit annoyed because had i known there was an issue, i would have just completed the paper form on the plane back from Chicago.
You would hope as well - the point of there being a electronic version would be to save time. But in reality it took just as long to complete as the paper version and didnt actually save any time on the ground, even if it worked. The fact that with the app and new tech you still need to line up in the same lines and go through the same very manual process means to me that the benefit of it is pretty much limited to saving you the 5 mins of your time on the plane filling out a form, otherwise there doesnt seem to be many other advantages.
I will say though, the app was relatively easy to use, navigation was a little clunky - I started a second application thinking i was editing the first one at one point before I realised. etc.
Just competed my second one and was disapointed to discover none of my information was retained by the App, so I had to re-enter password details, address etc.
