This is a major problem around the world - some political scumbags would rather put up with serious civil unrest than simply letting people go.
After one WWI, Denmark let Schleswig-Holstein go back to Germany.
Michail Gorbachev, in the huge of his "perestroika policy", returned East Germany in 1989 (more than 44 years after WW II) with the following words to its regime: "He who comes too late is punished by life".
In my eyes, he was the only credible Russian head of state who put Russia on the right track at the time and gave it a livable, human face. He initiated three social revolutions in Russia, was rightly awarded the Nobel Peace Prize, died after his critism on August 30, 2022 "after a long, serious illness" (no, no window this time) and the poison dwarf was not present at his funeral due to "scheduling problems". That says it all. He was probably too busy thinking about how to socially return Russia to the Stone Age.
I think you've quoted the wrong person, I think decibel posted that
