UKR army is battle-hardened and stocked with regulars who are familiar with the land and their equipment. The red army is made up of conscripts serving their two year rotation, as is their NCO core.
I haven't seen anything about the service length of the RU air force (though logically they should have served longer and be more experienced thanks to Syria), but the UKR pilots have the advantage of having less of the terrain below them potentially containing infantry with anti-air capabilities. The RU air force is forced to fly defensively, and it is severely hampering their effectiveness.
