If you can launch an object into a Polar orbit, you can make it come down anywhere in the world. It would probably have limited payload though. OTOH, if you can launch an orbital vehicle, then you can also launch a sub-orbital vehicle which could come down anywhere in half the world, but with a much larger payload.

 

The USA and Japan don't want North Korea to have this capability. Depending on your point of view, that would be either a pistol at USA's head, or bring balance to North Korea's bargaining position by negating the USA's nuclear threat.

IIRC the payload capacity of the launch vehicle to low earth orbit is a few hundred (400?) kg.

 

The Americans had developed 1kt devices that weighed only 23kg by the early 60s.

However, he should have been deported if anything. To jail him for a not satisfying Visa conditions is stupid.

Yeah good point. Just saw a related article where Canada rejected him:

Mr Reid's father, Tom Reid, told the Canberra Times that the couple arrived at the Canadian border at 10:00pm on Saturday.

The 26-year-old's visa was due to expire at midnight.

'For some reason the Canadians kept them until 1.30am and then they refused them entry,' he said.

'They returned them to the United States and by then they were an hour and a half over the visa, and [he] got locked up.'


Edit: which is more or less what the original article says.

The "one hour" thing is irrelevant. Since he couldn't get into Canada, he was going to be inside the USA for the next several hours (and probably several days) at least.

 

As you say, the big question is why he wasn't allowed into Canada. Perhaps he no longer had a visa for there?
