The guy at the bottom will loose his perks first because the boss is still going to get his car of course, but companies will cut perks starting at the bottom and working their way up the ladder.
Again, since despite highlighting it you appeared not to comprehend. The guy at the bottom does not get perks. He never did. So he won't lose them. You're at some kind of middle management/skilled level before you get any perks.

Health Care / Medical Insurance
These are just some examples of "perks" offered to multiple workers that could be affected. Granted, they are not universal so not applicable to all employers, but this would be an example of how a poorly thought out policy could have unexpected consequences
