It's a laptop with an i7-4700MQ processor @ 2.40Ghz, I have 8GB of ram, a 2GB graphics card, and I am running Windows 8 64bit.

 

The CPU is clocking at 3.2Ghz when I don't have anything open. I have looked in the 'Task Manager' to see if there is something running in the background and there isn't. Here is a pic of the processors performance [1] . Normally it would clock in at around 0.80Ghz when doing nothing.

 

I have tried turning it off and on again twice but that hasn't worked. Can you help me?

I fixed it, I feel stupid now. I had it on the wrong power setting, must have changed it to the wrong one.
