larknz: The free wifi I have experienced at apartments in Oz is normally not much faster than dial up speed, so basically useless for anything more than checking emails

This just sounds like a standard NBN connection performance

What's with roaming packs (or lack of) to the Cook Islands? Going there in a couple of weeks.
Spark web site says: "Mobile Data currently unavailable. Spark is working closely with the local provider to restore data services as soon as possible." Was there some incident?

larknz: Apparently there was a major fire which destroyed some important infrastructure

Guess all roaming carriers will be impacted then
Yes actually doesn't appear on the Vodafone list of supported countries either, so that sounds right.
larknz: The fire happened in 2017, so they are taking a long time to restore services

Walk off roaming means you do not need to pre-purchase any roaming pack and does auto renew. Once you connect overseas the packs auto enable or renew if you go past the dates. You must 'walk off roaming' enabled before this will work.
If not and you buy a roaming pack its one off, it will not renew. So people need to buy a new pack, you will get a sms telling you this.
I think you will find the Spark calls this "Walk off working", if you're searching for it. And I have found it works seamlessly, apart from when Spark messages you the confirmation in US Immigration, and you get bawled out by the people there for looking at your phone.

Any comments made are personal opinion and do not reflect directly on the position my current or past employers may have.
I bought Spark Walk-Off Roaming and it worked seamlessly in Hong Kong, Germany, France, Canada and the USA last September / October.
Probably not the cheapest way, but no hassles, it just worked

Walk off Working has had a name change its now called Auto Buy Roaming.
Once its enabled, the selected roaming pack will be automatically purchased once you use roaming services in a pack country. Additional packs will be automatically applied as they expire or an allocation is used. Its the sure fire way to avoid casual charges in a pack country (as long as you don't disable it mid trip!)

Guessing I would say data roaming agreement gone sour and they got chopped off
Countries are added to the Roaming pack list when the wholesale rates between the local carrier(s) and Spark are low enough to make a roaming pack financially viable in that destination. At this point the rates in the Cook Islands aren't where they need to be.
Correct, roaming data services are unavailable in the Cook Islands until further notice. roaming voice and text are still available. If you require data I would suggest using local Wi-Fi services.

Or buy a local SIM but last time I was there they were expensive.
