I'm glad I found this post, I've just moved house and had assumed the problems I was having since moving were related to a poor line in my new house, but everything people have said in this post sounds the same as the problem I'm seeing. I haven't done as much investigation as some people, but I did download a file this afternoon from RapidShare who have peering agreements with lots of International providers, the file I download this afternoon (4:30pm) wasn't downloading that fast, maybe 50-100KB/sec, but this evening (9:45pm) all the providers are 10-15KB/sec.
The server is hosted on the GlobalCrossing network, which if an earlier post is correct should be linked directly to Asiacom, certainly the Tracert doesn't seem to go through many hops, but what a horrendus response time!

KiwiOverseas66: is your router still showing downstream sync at 7meg? If so - that probably rules out the exchange. What are the traceroute response times like to youtube?

Congestion doesn't show in the form of a decreased sync rate; his issue could be down to exchange congestion. With all the clamor of a potential fault, people are often overlooking the main recurrent broadband fault we get across the country.
Pings of 400ms to the termination hop are pretty extreme. That looks like a classic case of congestion to me - the only thing between dsl01 and you is Telecom's network, and if you're getting pings *that* high, it's more likely to be an issue on their side.
is it possible to have a 7meg sync rate on a crap line?
